Preparing for the CMS Patient Safety Structural Measures in 2025

The Centers for Medicare & Medicaid Services (CMS), as part of the FY2025 Hospital Inpatient Prospective Payment System (PPS) rule, adopted Patient Safety Structural Measures (PSSM) developed by the Technical Expert Panel. PSSM are attestation-based measures that assess whether hospitals demonstrate having structures and cultures that prioritize patient safety.

It’s important that your organization has structures and a culture of patient safety in place, as the PSSM will impact your FY2027 payment determination. Now is the time to review the 2025 PSSM and assess your readiness.
